The game publishes a magnitude for each of these and never says what the scale is, so treat them as effects that land badly rather than as percentages.
Where it spawns
Boss RashHealth here is the base figure the game spawns it with. Enemies gain health every minute the clock runs, Curse multiplies it again, and Inverse doubles the whole stage before any of that. This one also multiplies its health by your character level as it spawns, so it gets tougher the better your run is going.
